OGG’s operating principle is simple: host-nation first, non-aligned always.
OGG does not take positions on regional disputes or geopolitical tensions. Our role is limited to lawful civilian infrastructure, environmental systems, and economic participation that benefits the host country directly.
1. Purpose of This Document
This document sets out Ocean Guardians Group (OGG)’s intent to lawfully and transparently support Thailand’s National Security–adjacent objectives—specifically maritime safety, environmental protection, EEZ stewardship, disaster preparedness, and Blue Economy development—while remaining politically neutral and non-aligned with any nation-state.
This statement is designed to be fully compliant with the laws and regulations of Thailand, the United States, Cambodia, and applicable international frameworks, and suitable for review by regulators, partners, and the general public.
2. OGG’s Neutrality & Non-Alignment Principle
OGG is a civilian, commercial Blue Economy infrastructure and analytics organization.
- OGG does not engage in military operations, enforcement, interdiction, or sovereign functions.
- OGG does not align with, act on behalf of, or take direction from any nation-state, political party, or military command.
- OGG’s role is limited to lawful commercial services, environmental data collection, infrastructure deployment, and capacity-building that host governments may choose to use under their own authority.
Ocean Guardians Group (OGG) operates as a politically neutral, civilian Blue Economy organization.
We support host-country maritime resilience, environmental protection, and economic development without alignment to any government, alliance, or geopolitical position.
Each country we operate in retains full sovereignty, authority, and data control over activities within its jurisdiction.
OGG respects Thailand’s sovereignty, legal order, and national decision-making autonomy at all times.
3. Alignment With Thailand’s National Priorities (Without Political Involvement)
OGG’s Blue Economy projects naturally support Thailand’s nationally stated priorities, including:
- Maritime environmental protection
- Sustainable fisheries and coastal livelihoods
- EEZ awareness and compliance
- Disaster risk reduction and early warning
- Climate resilience and marine research
- Clean energy and Blue Economy job creation
These outcomes are achieved incidentally through lawful commercial activity, not through security or defense mandates.
4. Profit Contribution Commitment (Voluntary & Lawful)
OGG commits that up to 20% of net profits from select Thailand-based OGG projects may be voluntarily donated to a Thai-registered, legitimate nonprofit foundation associated with maritime, naval, or coastal public-good missions—subject to applicable tax, nonprofit, and regulatory approvals.

5. Data Sovereignty & Custodianship (Core Principle)
OGG adopts a strict host-nation data sovereignty policy:
- All data generated within Thailand remains subject to Thai law
- Custodianship, access rights, and retention policies are determined by Thai entities
- OGG acts only as a technical service provider, never as a data owner for sovereign or sensitive datasets
- Any sharing, licensing, or secondary use of data occurs only with explicit host-nation authorization
OGG systems are designed to support:
- Auditability
- Transparency

Data Sovereignty & Quantum-Resistant Protection

Ocean Guardians Group provides civilian maritime data infrastructure, analytics, and observability services supporting environmental protection, EEZ compliance, and coastal resilience. OGG does not perform enforcement, interdiction, intelligence, or sovereign functions. OGG operates on a host-nation-first, politically neutral basis across all countries. All authority, data sovereignty, access, and custodianship remain exclusively with the relevant state authorities under host-nation law.
