Document Purpose
This document formally articulates Ocean Guardians Group’s (OGG) intent to support Cambodia’s Blue Economy, maritime safety, and national resilience objectives through lawful, transparent, and civilian commercial activities—while remaining politically neutral, non-aligned with any nation, and fully compliant with Cambodian law, U.S. law, Thai law, and applicable international legal frameworks.
This statement is designed for use with Cambodian regulators, local partners, foundations, investors, and oversight bodies.
1. OGG Core Position & Mission Alignment
Ocean Guardians Group is a civilian, commercial Blue Economy infrastructure and services company. OGG designs, deploys, and operates:
- Blue Economy resorts and coastal infrastructure
- Renewable energy systems (solar, storage, water systems)
- Environmental monitoring and maritime observability platforms
- Data analytics, compliance tooling, and operational resilience systems
OGG does not perform military, law-enforcement, intelligence, or sovereign functions. All OGG activities are commercial, civilian, and non-coercive in nature.
OGG’s mission in Cambodia is to:
- Strengthen coastal resilience and environmental stewardship
- Support lawful maritime domain awareness through civilian data systems
- Enhance local economic development via sustainable tourism and infrastructure
- Contribute financially to Cambodia’s nationally recognized security-support institutions, without interference in state authority
2. Political Neutrality & Non-Alignment
OGG maintains a strict position of political neutrality:
- OGG does not align with, advocate for, or oppose any political party, government, or geopolitical bloc
- OGG does not engage in lobbying, political messaging, or diplomatic activity
- OGG’s operations are host-nation lawful first, and non-exclusive
OGG operates on the principle that:
Strong civilian infrastructure, lawful data governance, and economic resilience benefit all nations without compromising sovereignty.
3. Legal Compliance Framework (Multi-Jurisdictional)
OGG expressly commits to compliance with:
Cambodia
- Cambodian Law on Associations and NGOs (LANGO)
- Cambodian Commercial Law
- Cambodian data protection, cybersecurity, and national security statutes
- All regulations governing foundations, donations, and foreign commercial activity
United States
- U.S. Foreign Corrupt Practices Act (FCPA)
- U.S. sanctions, export control, and AML laws
- U.S. nonprofit donation and transparency standards
Cambodia (where applicable)
- Cambodia AML / CFT law
- Cross-border corporate and data-transfer requirements

OGG will not:

4. Profit Allocation for National Security–Aligned Support
OGG commits that:
20% of net profits generated from select Cambodian OGG Blue Economy projects will be donated to a legitimate, Cambodian-registered nonprofit foundation that supports maritime safety, environmental protection, disaster response, or naval-family welfare—consistent with Cambodian law.
These funds are:
- Transparent
- Audited
- Non-political
- Non-operational
They are supportive, not directive.
5. Recommended Foundation Partner (Cambodia)
Recommended Entity Type
A Cambodian-registered foundation formally affiliated with or supporting the Royal Cambodian Navy or maritime public-interest functions, structured as a civilian nonprofit.
Strategic Rationale
The optimal foundation partner should:
- Support maritime safety, coastal protection, disaster response, or naval-family welfare
- Operate under Cambodian law with government recognition
- Be capable of data custodianship and ethical oversight, not enforcement
- Align with environmental protection and Blue Economy development
Recommended Direction (Non-Exclusive)
A foundation associated with the Royal Cambodian Navy, or a recognized Cambodian Maritime or Coastal Protection Foundation operating in coordination with:
- Ministry of National Defence
- Ministry of Environment
- Ministry of Public Works and Transport (maritime functions)
Final foundation selection should be made in consultation with Cambodian legal counsel and relevant ministries to ensure full compliance and local acceptance.
6. Data Sovereignty & Custodianship Position
OGG’s data principles in Cambodia are explicit:
- All data generated within Cambodia remains sovereign Cambodian data
- Data custodianship resides with the host-nation–designated foundation or authority
- OGG acts only as a technical operator or processor, not owner
- Data access, retention, and use are governed by Cambodian law and written agreements
OGG does not export sensitive data without lawful authorization and does not retain unilateral access rights.
7. Oversight, Transparency & Safeguards
OGG supports:
- Independent audits of donated funds
- Transparent reporting to Cambodian authorities
- Clear separation between commercial operations and nonprofit beneficiaries
- Written MOUs defining scope, limits, and responsibilities
OGG welcomes Cambodian oversight and compliance review.
8. Clear Boundary Statement (Contractual)
Ocean Guardians Group provides civilian maritime data infrastructure, analytics, and observability services supporting environmental protection, EEZ compliance, and coastal resilience. OGG does not perform enforcement, interdiction, intelligence, or sovereign functions. All regulatory authority and enforcement actions remain exclusively with the relevant state authorities. Data sovereignty, access, and custodianship are governed by host-nation law and contractual direction from the relevant public authorities.
9. Closing Statement of Support
OGG approaches Cambodia as a long-term partner, not a transient investor.
